What is netCash?
netCash is a proprietary and definitive digital payment utility used by INSCX for high-frequency commodity clearing and settlement. It functions strictly as fully cleared capital, bypassing traditional credit loops to eliminate systemic counterparty risk, interest friction, and trade settlement delays.
Members execute commercial transactions with precise financial control, deploying only the exact capital required for the specific trade. By operating on a direct 1:1 allocated basis, netCash provides absolute transaction security and automated regulatory tracking for institutional trade compliance.
Engineered by INSCX specifically to support modern high-frequency trading volumes, the network infrastructure achieves ultra-low latency settlement speeds. This robust scalability ensures that peak market volatility never compromises transaction processing times, keeping liquidity fluid and instantly accessible whenever trading volume increases during a trading session.
How does it work?
netCash operates as a secure, database-driven clearing system that pairs directly with traditional banking architecture. To establish trade readiness, members transfer fiat funds into an INSCX-segregated client account. The SQL ledger instantly records and credits these funds as 1:1 fiat-backed digital units within the member's account profile.
Settlement and clearing options
- Automated contract clearing
- Settle confirmed trade contracts instantly through the INSCX TORS-IGS platform interface.
- Trade execution settlement
- Deploy cleared ledger capital exclusively to finalize verified transactions matched on the exchange.
- Direct settlement paths
- Clear commercial positions immediately using matched and verified ledger balances.
Member-triggered redemptions
Members retain total control over liquidity and can trigger a 1:1 redemption of digital units back to their designated bank accounts at any time. Because netCash provides instant gross settlement, trades bypass external credit infrastructure and intermediary clearinghouses. This direct ledger architecture eliminates multi-day processing delays, hidden transactional overhead, and settlement counterparty risk across the INSCX ecosystem.
Where do I start?
- Onboarding
- Access to netCash is restricted to approved INSCX exchange members to ensure regulatory compliance. To utilize netCash for clearing physical platform transactions or processing smaller material trades, you must hold an active INSCX membership, or be explicitly approved and sponsored by an existing exchange producer member. Become an INSCX member.
- Account funding
- Once account access is verified within the secure portal, navigate to the clearing panel to view your dedicated deposit routing instructions. Capital transfers from your corporate bank account directly into the INSCX-segregated client account will automatically populate your netCash ledger balance upon receipt.
- Trade execution & clearing
- Use your verified ledger balance to instantly settle matched physical contracts on the primary trade platform. For approved smaller materials trades, the ledger facilitates immediate contract finalization up to the exact invoice value, bypassing traditional bank delays and ensuring immediate trade velocity.
The evolution of netCash: a new era in global settlement
Prior art & regulatory foundations
netCash was invented as a 1:1 backed digital currency by UK entrepreneur Paul Tolley and is built on foundational prior art dating back to 1999 to 2006 WIPO. The system architecture achieved full reduction to practice under the then UK Financial Services Authority (FSA), obtaining regulatory approvals spanning 2001 to 2011. Aligned with contemporary exchange infrastructure, this proven framework INSCX deploy to bridge the gap between historical financial precision and the need for modern trading economies.
Phased rollout strategy
To ensure absolute systemic stability and compliance, the relaunch of netCash follows a strict, dual-phase deployment strategy:
- Phase 1: Institutional isolation (current)
- netCash is deployed exclusively as an internal “Bank Mirror” settlement mechanism for INSCX Self-Regulatory Organization (SRO) member bases. It functions purely to facilitate ultra-secure, rapid T+0 settlements for complex corporate transactions.
- Phase 2: Retail expansion (future)
- Plans are underway to establish a completely separate commercial vehicle to operate a public-facing, retail version of netCash. This entity will operate independently and will explicitly seek regulatory approval from the Financial Conduct Authority (FCA) prior to launching any public services.
Licensing
The netCash settlement infrastructure is available for licensing to other regulated exchanges and financial institutions seeking atomic, deposit-backed T+0 clearing.
Core exchange focus
netCash serves as the native liquidity and settlement backbone for INSCX, the world's premier hub for advanced material trade. The utility is engineered to settle high-value transactions across:
- Physical commodities — traditional energy, minerals, and bulk elements.
- Nanomaterials & nanotechnology — securing complex, certified high-tech supply chains.
- Speciality materials — advanced chemical matrices and precision-engineered manufacturing inputs.
Fund account
To allocate capital to your trading account, execute a bank transfer into the INSCX-segregated client account, details displayed on the system. You must reference the transfer with your unique deposit code to ensure immediate, automated reconciliation by the exchange matching engine.
Once your fiat funds are verified, the secure SQL database layer immediately records the deposit and processes multi-currency into 1:1 fiat-backed digital units, crediting your exchange trading balance down to the exact value. These cleared balances are locked and deployed strictly for executing and finalizing confirmed physical trades on the platform.
Clearing, Settlement, and Delivery Procedures
1. Automated Trade Allocation and Escrow
Upon execution and matching of a physical commodity contract on the INSCX platform, the clearing system automatically processes trade allocations within the secure exchange database. The total financial consideration of the matched transaction is immediately locked in escrow. Initial trade allocations are reflected in real time within each respective counterparty’s member portal.
2. Performance Verification and Atomic Gross Settlement
Escrowed funds allocated to the seller shall remain restricted until satisfactory evidence of Good Delivery is provided to and verified by the desk. Final clearing, settlement, and verification of seller performance require the Exchange Desk to authorize the immediate release of the escrow. The buyer’s (1:1) backed netCash escrow transfers to the seller. This authorization executes an atomic gross settlement, mitigating multi-day settlement latency and counterparty risk.
3. Alternative Cash Contract Settlements
Subject to bilateral member agreement and prior written authorization from the Exchange, members may execute and settle transactions as Cash Contracts, in accordance with prescribed exchange rules.
4. Best Execution and Bilateral Routing
Merchant house rules and agency best execution apply to all trade routed through the INSCX IGS-TORS platform, and are executed bilaterally — buyer to seller, settled T+0 on performance.
5. Physical Delivery Only
All trade conducted on INSCX is strictly non-speculative, physical delivery only, irrespective of whether executed on the bulk trade platform or in the merchant small order portal.
Institutional
This deployment of netCash serves two audiences: members of the INSCX SRO such as producers wishing to sell materials in bulk and small volumes and the exchange buyers who purchase them, and institutions interested in licensing the netCash clearing & settlement system for their own use — banks and other exchanges who wish to operate and own, their own 1:1 deposit-backed clearing house.
Regulatory compliance & deployment
The netCash digital payment utility is an established financial architecture protected by comprehensive global filings 1999–2006 in the UK, Europe, USA, and via WIPO. Reduced to practice 2001–11 well before any modern digital settlement or blockchain alternatives emerged, this database-driven engine was originally structured and vetted under the Financial Services Authority (FSA) regulatory framework.
When a banking institution or Recognised Investment Exchange (RIE) licenses this infrastructure, they are deploying a historically validated engine. This established lineage streamlines implementation, effectively transforming local regulatory approvals into a domestic re-sanctioning of an already proven compliance framework. Licensees are invited to consult their national regulatory authorities to confirm local jurisdictional alignment prior to operational deployment.
